Redevelopment Approaching Next Milestones!

Crescent Halls Not Stalled but Much Remains
On May 30, 2023 residents began returning home to Crescent Halls. In July the contract with GMA was ended leaving us close to complete but not quite. At this time the 8th, 7th, and 6th have been occupied and we have worked to lease up the 5th Floor and most of the 4th floor. No ADA apartments are ready though they are very close to completion once we resume work. We expect to have a clear strategy for completing all remaining work within the next few weeks. Once contracted work can resume we think we have about 2 months of work ahead to complete the building. In the meantime, some items not under contract can move a little more swiftly like installing gas grills for the patio, constructing the gazebo near the entrance, and installing the long-desired traffic gate on the 1st Street side.
Residents have been using the amazing new community spaces some, fitness equipment has been installed, and the clinic staff held a bingo lunch and will be beginning home visits soon and are preparing for occupying the clinic space.

South First Street Phase 1 – Substantial Completion!
Phase 1 of South First Street has reaches “substantial completion”, with all apartments ready for move-in and most of the exterior work complete. Building 3 is in the process of leasing up all apartments. There are a few odds and ends left in the community center and office. Fitness equipment has been installed and we will be re-connecting to our partners at Computers 4 Kids to resource the computer lab. We are excited to have added these 62 homes and beautiful brand new community center to the Charlottesville community.

 

South First Street Phase 2- Go Go Go!
A realistic and cost-effective plan is in place for moving Phase 2 into construction by March. This has come with a huge effort by all of the team and partners to get this in place. We have re-worked the site plan and submitted to the City a plan that is more cost effective but still meets the vision of the Resident Planners. The team is simultaneously working around the clock to make sure all aspects needed from HUD, the City, contractors, permits etc. are addressed. We are moving forward with clearing the existing site to be readied for demolition and abatement. Residents continue to engage in the process and have been evaluating interiro and exterior finishes fr the townhomes and apartments and will be visiting a model townhome in the near future to observe the proposed layouts of townhomes.

Sixth Street – Making it Happen!
We are very excited to report that the team and all of our partners have kept the effort for “Building A” on schedule. Grimm and Parker have worked diligently to ready Construction Documents and we are moments away from submitting the “Section 18”  demo/dispo application to HUD for removing 6 apartments and replacing m with 47 homes in a beautiful new building with generous community spaces including a neighborhood health clinic. We have selected Martin Horn as the General Contractor and we anticipate construction beginning in March 2024. In addition, Residents will be evaluating a master plan for the rest of the site this week and moving forward to design the second phase of Sixth Street. They will also be connecting with UVA to insure frequent communication on how and when the Medical Clinic will be used and will also be discussing potential names for the site.


Westhaven taking the Next Steps
Having spent most of the past year learning and experimenting, residents are now in the full on planning and decision-making process. We will be soliciting an architect over the coming month and introducing residents to potential partners in the design of a new community. Big ideas are being vetted and residents are excited to interview potential architects and have a design team in place before winter.

Parallel Track on track…
CRHA with our PHAR partners have conducted extensive outreach and input gathering for the “Parallel Track”. This is a major renovation effort for our scattered sites at Riverside Avenue, Michie Drive, and Madison Avenue. Exterior renovations are complete, and we are readying the sites for installation of new playground equipment, new basketball hoops, and other outdoor amenities including charcoal grills in the next few weeks. As we proceed with partners and additional funding our next step is to upgrade HVAC systems- finally bringing central A/C to our scattered sites (!) With residents, we will spend the remainder of the year re-designing interior spaces for interior renovations to begin in 2024 start with a total kitchen renovation and installation of a half bath on the downstairs floors.
