Crescent Halls was CRHA’s first concern in redevelopment. After years of neglect, the building needed significant improvements on all fronts. CRHA began the redevelopment process of the high-rise in 2019. Early occupancy took place in 2023 and the project was complete in March 2024.
CRHA firmly believes that the people who will be most impacted by the decisions that affect their homes, and their lives should have full and meaningful participation in the shaping of those decisions. As such, Crescent Halls residents were actively involved in the planning for the renovation project.
The redevelopment of Crescent Halls was made possible through key partnerships with Arnold Design Studio Architecture, GMA General Contractors, the Public Housing Association of Residents (PHAR), the Affordable Housing Group, the Virginia Community Development Corporation, Red Light Management, and Crescent Halls Reno LLC.
Redevelopment was funded with various sources including the Low-Income Housing Tax Credit, the City of Charlottesville, the Affordable Housing Opportunity Fund, and loans and grants awarded to CRHA.
